Yes. Generally, any time an NDT inspection is performed, an NDT program should be established. More specifically, when a contract document calls out an inspection specification, code, or standard (i.e., ASTM E 1444, BAC 5423, BSS 7039, AWS D1.1, ASME Section V, etc.), you must have an NDT program. An NDT program consists of a documented procedure, aka “written practice,” on how the company will certify their inspections and NDT procedures that are written to the inspection requirements. Both of these things require Level 3 approval. The Level 3 can be an employee of the company or could be a consultant, aka “outside agent.”
An NDT program must include inspector certification requirements, written practice, and a procedure on how to perform the inspection, NDT procedure. The written course and NDT procedures will consist of procedures and supporting forms. These procedures and forms should follow a company’s formatting and numbering system and blend seamlessly into their quality system. Many quality procedures may need to be revised to incorporate the NDT program correctly. Below is an example of some possible documents that may be required.

The length of time varies greatly depending on the scope of the program. A simple program that met the requirements of a standard like ASTM E 1417 and recommended practice like SNT-TC-1A can be developed in a few days. More advanced programs that will be used to inspect aviation components for manufacturers like Boeing and Nadcap compliant will take more time. We got established in Huntsville in the height of the COVID-19 Pandemic! Due to this, we never got a brick and mortar office.
